RVP Osborne Attends Local AGM in Kingston, Ontario

On March 30, 2026, RVP Carol Osborne attended the Annual General Meeting (AGM) of USJE Local 00143 in Kingston, Ontario. The meeting was held in person, with some members also joining virtually.

Local President Janelle Bucci spoke to the challenges faced over the past year, particularly those related to the Comprehensive Expenditure Review (CER) and its impacts across the Parole Board of Canada. President Bucci reminded members that the union is there to support them and encouraged them to consult the Workforce Adjustment Appendix in the Collective Agreement when needed. She noted that the issue has already been raised at Labour-Management Consultation (LMC) and that discussions with management will continue. RVP Osborne acknowledged that all members are affected, whether by directly receiving an affected notice or through increased workloads.

President Bucci also informed members that the Early Retirement Incentive has received royal assent with a deadline of July 24, 2026.

She further addressed the Return to Office mandate of four days per week and advised members of the grievance filed by the PSAC.

President Bucci also provided an update on bargaining, noting that negotiations remain at an impasse. Mediation sessions are scheduled for April 28 to 30 for the PA table.

In closing, President Bucci thanked members and the Executive for their continued support. She also advised members that Jen Beck has stepped down from her role on the Executive and expressed appreciation for her contributions and representation of the membership. She encouraged members to consider becoming involved as union representatives.

RVP Osborne reiterated that the union is committed to supporting members through the impacts of the CER, WFA and ERI. She expressed her appreciation for the work of President Bucci and the Executive in representing the Local, as well as for the engagement shown by members.

RVP Osborne encouraged members stay informed by following USJE and PSAC websites and social media channels, noting that bargaining updates are often shared there first. She also recommended listening to USJE’s podcast, Union Safety Net.
