RVP Osborne and Local President Doughty visit Cornwall Parole Office

On April 1 2026, RVP Carol Osborne and Local President James Doughty visited the Cornwall Parole Office, one of the worksites represented by USJE Local 00078.

The Cornwall Parole Office is a single-person site staffed by one Parole Officer. These types of offices present unique challenges compared to larger worksites. Located near the borders of both Quebec and the United States, the office experiences fluctuating caseloads, and supervising tandem cases can be particularly difficult. RVP Osborne inquired about these challenges to better understand and support the member’s safety.

RVP Osborne and President Doughty provided an update on the union’s role and ongoing initiatives. RVP Osborne spoke on the Presumptive Injury campaign and the need for changes to the Government Employee Compensation Act. A USJE-designed campaign pin was presented to the Parole Officer.


RVP Osborne and President Doughty were welcomed by the Parole Officer, Office Administrator, Acting Area Director, and Acting District Director and thanked them for an informative visit. This marked the first visit to the site by both the Union representatives and the current management team.
