On April 23, 2026, National President David Neufeld and RVP Carol Osborne attended the annual general meeting (AGM) of USJE Local 70148 at the Parole Board of Canada National Office in the National Capital Region. RVP Laurie Ann Wesselby was also in attendance as an observer.
The AGM was held in a hybrid format, with Local President Michael Moreau chairing the meeting. He welcomed the National Officers, PSAC Regional Representative Jordan Bates-Wright, and Bargaining Team Member Noha Haydari.
PA Bargaining Team Member Haydari provided an update on negotiations with Treasury Board. She noted concerns that the employer is seeking concessions and has not engaged in bargaining in good faith, as well as apprehensions regarding the use of artificial intelligence and its potential impact on members. She also confirmed that the impasse was declared unanimously by the bargaining team. A meeting is scheduled next week to rule on the impasse and outline potential next steps. Members were encouraged to consult USJE’s podcast, Union Safety Net, and the PSAC website for updates and information on bargaining.
April 29 was highlighted as a national mobilization day for PSAC, with members encouraged to participate in events and wear black in solidarity, whether working in person or virtually. Members were also advised of virtual backgrounds available for Teams and Zoom to show support for the bargaining team, and that additional town halls will be scheduled.
PSAC Regional Representative Bates-Wright provided an overview of her role, noting that she supports the Local in areas outside the Component’s responsibilities.
A call for volunteers was made for the Health and Safety Committee. RVP Osborne reiterated the importance of these roles and the union’s support for employee representatives.
Local President Moreau also spoke to the impacts on members who have received Workforce Adjustment (WFA) letters, acknowledging that these are challenging times. National President Neufeld provided an update on the national WFA Committee with the Parole Board of Canada, noting that a second meeting is scheduled. He emphasized the importance of members consulting the union regarding their options, including the Voluntary Departure Program (VDP) and Early Retirement Incentive (ERI), recognizing that each situation is unique.
Local President Moreau provided an update on labour relations within the Local and emphasized the importance of members understanding their rights. He expressed appreciation for the support provided by USJE at both the regional and national levels. RVP Osborne acknowledged the strong work of President Moreau and the Executive in proactively addressing member concerns.
Agenda items for the upcoming Labour-Management Consultation (LMC) meeting were also solicited. Members noted that the centralization of regional tasks has led to increased workloads.
A discussion was also held regarding the Local’s finances and membership dues in preparation for a potential strike. This discussion will continue at a future meeting.
