On June 11, 2025, RVP Carol Osborne visited the Parole Board of Canada in Moncton, NB to meet with the Acting President, Stephanie Norris and members of Local 60146 for her annual visit.
Acting President Norris provided an update of the USJE’s activities. She spoke of the RCMP Campaigns, that RCMP Civilian Members just ratified their Collective Agreement and that the USJE National Equity Conference was just held at the end of May in Halifax, NS. She also advised members of the USJE Podcast; The Union Safety Net and that the most recent episode focused on the CR group. RVP Osborne was a contributor on this episode. RVP Osborne encouraged members to listen to the podcasts and expressed how proud she was to speak on behalf of the CR group and the challenges they face. There have been significant changes to these member’s duties over the years. This group is often single parents who are the lowest paid employees, where some members are having to utilize food banks.
RVP Osborne chaired the elections for the delegate and alternate to the USJE Atlantic Regional Conference, which will be held in the fall in Truro, NS. She explained how important it was to have representation from each Local, specifically this one as they are the only PBC Office in Atlantic Canada.
RVP Osborne spoke briefly on the next USJE National Triennial Convention which will be held in Quebec City, QC in the summer of 2026. This Local is entitled to send 1 delegate to attend this as well.
RVP Osborne encouraged members to follow the USJE and PSAC websites and social media platforms for updates, especially for the upcoming round of bargaining. She reminded members that the PA Collective Agreement will soon expire on June 20th.
RVP Osborne advised members that a National Labour Management Meeting is scheduled for the PBC on July 3rd, where she attends with the other PBC RVPs and the USJE National President to raise concerns on behalf of the PBC members. She confirmed that there will be discussion on the Re-focusing/Responsible Government Spending Initiatives from the Federal Government and are looking for any updates on potential cuts within the department. The PBC has already seen cuts to Casuals and Terms. There are concerns that there may be more for all departments. A question was asked about Workforce Adjustment and Guaranteed Reasonable Job Offers. Members were assured that the employer will need to advise the PSAC if there will be any WFAs. RVP Osborne explained that there is an Appendix within the Collective Agreement on WFA. Another member explained that she has went through this with the DRAP (Deficit Reduction Action Plan) within Correctional Service Canada in 2013. Members also asked about any changes to the Return to Office and remote work. There have been no changes, but it is a concern for RVP Osborne, especially for members who require accommodations.
RVP Osborne was pleased to see the members, who attended the meeting during their lunch. This Local has always been engaged and has one of the highest levels of attendance at her annual visits.
