Negotiations to harmonize terms and conditions between Treasury Board and the bargaining team representing more than 700 RCMP Civilian Members continued in October, where PSAC presented a comprehensive proposal to protect key working provisions for CMs.
The proposal prioritizes essential protections and ensures stability and clarity for our members by including new language in the PA, TC, SV, and EB collective agreements that recognizes the unique differences between civilian members and other federal public service workers.
PSAC proposed contract language to address some differences in the grievance and discipline procedures between the RCMP and the core administration.
PSAC also introduced an MoU for RCMP civilian members transitioning to a 37.5-hour workweek, ensuring that existing leave banks are protected and an MoU that confirms specific employment terms, such as flexible start times, eligibility for RCMP funeral and burial entitlements, and certain leave benefits. Under the union proposal civilian members would continue to receive time for physical activity, and allowances for retirement and isolated post relocation.
Productive dialogue occurred around both vacation and sick leave provisions. However, the employer remains unwilling to accept our position on these benefits, maintaining that the collective agreement’s sick and vacation leave provisions should apply, supplemented by temporary entitlements to ease the transition. This approach is a non-starter for the team.
Our union will continue to advocate for resolutions on these key issues. Both parties remain committed to progress and have agreed to reconvene before the end of the year to work toward a resolution.
